New Entry Rules for Holders of Russian Passports Entering Estonia

As of March 31, Estonia will no longer recognize non-biometric Russian international passports for border crossings. 

Holders of Estonian or EU residence permits (RP) who currently use a non-biometric Russian passport must obtain a biometric passport by September 30, 2025. 

Who is affected by the changes? 

  • All holders of non-biometric Russian passports (regardless of age). 
  • Exception: Individuals with an Estonian or EU residence permit may continue using a non-biometric passport to enter Estonia until September 30, 2025. After this date, a Russian biometric passport will be required for crossing the Estonian border. 

Schengen visas in a non-biometric Russian passport: 

  • Visas remain valid according to their specified conditions, but entry into Estonia with a non-biometric passport will not be permitted.
